I see nothing in Art. 29 that would exclude an application on account such as are referred to in the first part of the scheme.
I think the proper construction of Clause 5 is not "in accordance with the principles of the present or any future or modified grant in Aid Scheme" but "in accordance with such principles as set forth in the present Grant Aid Schemes". I do not see how the Government could possibly contend for any other construction.
